The Regulations of the Law on the Strengthening of Costa Rican Competition Authorities (Law 9736) were published today in the official bulletin “La Gaceta” (Executive Decree 43305-MEIC). These Regulations cover important topics contained in the new law, including changes in the organization and powers of local competition authorities (COPROCOM and SUTEL), competition advocacy tools, special administrative procedures for the investigation and sanction of monopolistic practices, a leniency program to deter and detect cartels, new merger review procedures and a new framework for fines and other penalties.
